KOICA Scholarship 2027: Your Fully Funded Path to Study in South Korea

If studying abroad in South Korea has been on your bucket list, 2026 might be the year you finally make it happen. The Korea International Cooperation Agency (KOICA) has opened its 2027 Scholarship Program, offering a fully funded opportunity for international students to pursue a Master’s or PhD degree at some of South Korea’s top universities — and yes, that includes tuition, flights, housing, and a monthly allowance.

What Is the KOICA Scholarship?

KOICA, the Korea International Cooperation Agency, runs this scholarship to train future leaders who will go on to drive development in their home countries and communities. It’s open to applicants of all nationalities, making it one of the more accessible fully funded scholarships out there.

There are two degree tracks available:

  • Master’s Degree — 17 months of study
  • PhD — 36 months of study

This year, KOICA is offering 109 scholarships in total, spread across a handful of specialized fields at five partner universities.

Financial Benefits: What’s Actually Covered

This is a genuinely fully funded scholarship, meaning recipients don’t need to worry about the financial side of studying overseas. Benefits include:

  • Full tuition coverage
  • A monthly living allowance
  • Round-trip airfare to and from South Korea
  • A settlement allowance to help you get set up upon arrival
  • Furnished accommodation
  • National health insurance plus private medical insurance
  • Funding for extracurricular activities
  • Scholarship completion grants

In short, KOICA takes care of nearly every major expense, so your focus stays on your studies and your experience in Korea.

Participating Universities and Programs

KOICA has partnered with five respected institutions, each offering a specific field of study:

University Program Focus
Handong Global University e-Government and Public Management
Incheon National University Climate Change and Environment
KDI School of Public Policy and Management Economic Development Policy
Sungkyunkwan University e-Government and Public Management
Yonsei University Health Policy and Financing

These programs lean heavily toward public policy, governance, environmental issues, and health systems, so the scholarship is especially well suited to students interested in development work, public administration, or policy-making.

Required Documents

Before you start your application, make sure you have the following ready:

  1. KOICA Online Application Form
  2. Scanned valid passport
  3. Government Recommendation Letter from the relevant ministry or authority in your home country

Note that the recommendation letter needs to come from a government body, so it’s worth starting that process early since it can take time to secure.

Application Deadline

Mark your calendar: applications are due 31 July 2026. Given the documentation required, especially the government recommendation letter, it’s wise to begin preparing well in advance of the deadline.

How to Apply

For full details and to start your application, visit the official KOICA website at www.koica.go.kr. It’s also worth joining the KOICA WhatsApp group for updates and guidance throughout the application process.

Why This Scholarship Is Worth Pursuing

Fully funded scholarships that cover tuition, travel, housing, and insurance all at once are rare, and South Korea offers a unique blend of cutting-edge cities, rich tradition, and a strong academic reputation in fields like public policy and development studies. For students looking to combine a meaningful international education with the experience of living in one of Asia’s most dynamic countries, the KOICA Scholarship is hard to beat.

If you’ve been searching for a sign to finally pursue that Master’s or PhD abroad, this could be it. Just don’t wait too long to start your application.
